Black Manta due to durability and equipment.
Also he will go for the kill from the get go.

Current cyke is a tossup as his powers are broken atm. Their just as potent but the aim and supply is off. Manta could be lucky enough to win a war of projectiles or close range depending on whether optic blasts connect.

If Manta gets close Scott is done for 10/10.
Super Strength, Durability, he can charge his suit with electricity and his weapons are designed to kill Atlanteans (who are above humans physically).

Also Manta's skill level is played up to extreme heights.
In Aquaman 23.1 Amanda Waller said that Manta is "the most highly disciplined killing machine" to ever occupy a cell in Belle Reeve, home of the Suicide Squad.
I think when it comes to assassins, such praise from Waller is as good as it gets.

Cyclops is the better of the two, he's a better Tactician,knows formidable H2H, Incinerated Mr.Sinister when he removed his Visor and Beat Wolverine who would tear Manta to shreds
