Carnivean didn't just usurp an aspect of the presence, he usurped all his position/power. But obviously, that wasn't under his own power, but rather due to huge plot reasons. When he took control of the 3 angels (and in turn, an entire aspect of the presence) he threatened the presence to kill them unless he gives up his power, and The presence did (lol)

After that, Carnivore became omnipotent (comic book omnipotent) and was defeated when the power of the female aspect (which was a part of him, since he had all the power of the presence) was used against him (he also partially engineered his own defeat, subconsciously), even in heaven (where his place of power was at the time, while on earth, it wasn't)

Though there's an interesting thing about him that he has a form which looks like wally the god boy, who himself claimed to be God, a 1998 bio has him as 'self proclaimed God', where he actually breaks the 4th wall and writes his own bio from what i recall, i also remember that someone, in a letter's page, asked the writer (or editor) somewhere around issue 20 in the series, if wally is God, the writer's response was: wait and see. Nothing conclusive was shown afterwards.

Anyway, Carnivore before attaining the presence's power, loses, After usurping the presence, he obviously stomps.
