Fight takes place in NYC street.

Thunderstrike has just defeated a random villain with minor damage to the city.
The Savage Dragon arrives and removes his shades telling Thunderstrike to drop his weapon and is under arrest for disorderly conduct and destruction of property.

Thunderstrike is unable to comply with this new officer from code: blue unit.

The Savage Dragon grows angry and decides to apprehend him by force.

I wanna say Dragon. but I think the edge would belong to Thunderstrike.

no way dragon is on TS's level, not unless it was rebooted since the character was intro'd. TS would kill him without much trouble unless someone shows me something from dragon i've missed.....
