Current Turtles are individually near Batman level physically, so if the shredder holds his own against 4 of them he should beat Batman, but OSI what is considered standard gear for current Batman.

CGI cartoon Shredder- Shredder probably wins

He is, but he hasn't done anything other than scare his daughter who stalemated Leo.
