1) straight up free for all. Anything goes, killing, incapacitation and other strategies like blackmailing, temporary alliances, etc are all valid ways to win.

2) same as above but with 1 day prep for each.

3) Who can clean up gotham the best within 1 year without their mentor bruce?

Criteria:

-Crime density
-Reputation and respect of the Police and Society.
-Minimal total deaths
-Total villains intimated to quit crime
-General outlook of the city ie: change Gotham from a gothic new jersey/york vibe to instead resemble cali, san fran vibe.

As for my pick

1) Cassandra is the most lethal (barring Jean Paul) and she has more chances of having temporary alliance than him. She can take on most without resorting to kill.
2) Oracle is better with prep and she might prepare some contingencies.
3) Gotta go with Red Robin. Dunno why cant explain.
