As stupid as a character Harald is, he wins this. I don't think UM could hurt him at all but Harald could definitely hurt UM, with BFR off UM can't win.

Ultraman breaks every bone in his body running into Harald

It would probably take the cartoony strength of Superman Prime to start overpowering that enchantment on Harald. UM gets creamed.
