Universal, probably. What about on a planetary scale (only)? By the way, this isn't limited to.just marvel characters. I'm pretty sure there's someone out there that is as knowledgeable or more knowledged when it comes to using things than Thanos, I guess.

Cypher is pretty powerful planetary level. He took down Magnus of the technarchy.

Thanos, obviously.

Are these really artifact users?

Sure, Doom is powerful, but it's not because of any specific artifact, it's because of a wide array of devices and abilities.

And sure, Strange uses artifacts, but they're only part of his power.


Thanos is who I think of as an artifact user, with the IG. Or GL, with a GL ring, or Quasar, with his bands.
