Leaning slightly towards Marvel thanks to Doctor Strange, who would be capable of amping his team with speed. Think Thor with super speed :X
Marvel should also have the BFR on their side thanks to Strange.

(And yes, Bizarro and Cheetah would still be faster than the Marvels even after the speed amp, but that does not apply for the rest of the team...)
