Progenitor was essentially Element Lad with billionS of years of practice with his powers.

Yes, the amp was temporary. Progenitor was beaten at the end of Legion Lost by the Omniphagos(the creature he planned on using to erase everything in existence)-- although he would latter be resurrected(at his normal levels) after Live Wire reemerged with his mind imprinted on EL's former crystalline body.
