What personality of Legion are we using? Or are we assuming that David has them all under control/merged? ....Makes a difference.

Anyway, Legion has yet to acquire a fully multiversal feat (the one at the end of X-Men Legacy v2, isn't really, imo), although he still has multiple personalities who can easily warp a universe. Still, ZHP was going to re-create much of the pre-crisis multiverse (that alone, is beyond what Legion achieved), among other things such as battling the Spectre (even after he was beginning everything anew), handling the Time Trapper, destroying timelines, etc...
