Depends. I've seen Zemo being punked by Hawkeye pretty easily, he's good, but not all that impressive in my book.

Kang is way too battle hardened to be taken down easily. I give him the win.

Kang is way too battle hardened to be taken down easily. I give him the win. Zemo has solid feats of hanging with Cap, Panther & Taskmaster so he's definitely in that top tier.
