Vangaard should win.

They already had an encounter in Fantastic Force #12, where Psi-Lord (teenage Franklin) let go of his inhibitions, and unleashed a big bang on him, which Vangaard tanked. While it was hinted that Psi-Lord couldn't have survived it by hiding in some pocket dimension. We know that Vangaard does possess universal level of power, since he goes around destroying timelines/universes across the entire omniverse, so he should have enough power to destroy Franklin.

Although, "Gaard" (in his early appearances) wasn't all that impressive, less powerful than when he later reappeared in Fantastic Force.
