If we go by feats, they have distinctive advantages against one another, so it would be pretty close.

But in some recent showings we've learned that:

(An alternate version of?) Doom covets Kang's base power.
Kid Kang (Iron-Lad) manhandled (temporarily) both Doom and Magneto without much trouble.

Honestly i'd give it to Doom
