Emma Frost, probably as even Superboy was powerful enough to break out Psycho Pirate's illusions and he was letting Psycho Pirate manipulate his emotions in the fight with Dr. Psycho.

Superboy not being the strongest when it comes to telepathy. Kon has a few feats but nothing quite up there with Emma Frost who is near Xavier's level IIRC. The best ones probably being siphoning Supergirl's memories, rewriting Kara's memories, and hacking Centerhall's psionics in Superboy #5 and Superboy #7. It's decent but not ridiculously powerful.
