Im assuming we're using peak Legion here and not the Legion who used to be controlled by his own personalities where you can have a low level telepath like Karma mindrape him. So Legion has the advantage in that regard; the last X-Men Legacy arc had him access every universe iirc. So his scope is greater.

Still close battle though.

Dharma's greatest feat was merging 2 universes into one universe--a process that, according to him, demanded his full focus/power.

So yeah, peak Legion possesses the greater scope of power--and likely the greater depth of power as well.
