All jokes aside, that's not true.

Luke Cage has gotten his ass kicked by Iron Fist (granted, before his upgrade) enough that we can say that superhuman MAs have his number. He'd be competitive in the MK world for sure, but let's not act like Luke Cage would be unstoppable, especially considering all the exotic powers a lot of the characters have.

Also, if you think that Shang Sung is one of the most powerful MK characters you don't know much about MK. You're leaving out Quanchi, Shao Khan, and Onaga to name a few.

This fight is a lot closer than you think. And no, luke wouldn't solo the MK roster, Liu Kang would punk him for example.

This according to the OP is Bendis-Cage, who is pretty much Class 100 all around and capable of smacking down people supposedly way above his pay grade. Pretty much the entire MK roster would indeed go down to him.

Mortal Kombat in terms of combat is actually quite weak. Iron Fist's Hellcarrier feat is above any strength feat you could name in MK.

Even Shao Kahn is only like class 10. Cage is much less than that, as are most fighters in MK.

MK is one of the weaker fighting verses, discounting a few outlier showings. Much weaker than the likes of Street Fighter, for example.
