I've always considered Joker to the eternal rival of Batman. But as someone to match Batman's fighting skill and intelligence at the same time I thought Todd or Ghul.

Joker. His super genius coupled with complete insanity/unpredictability is a perfect ying to Bruces yang. Prometheus is more like a common Batman foe.

Clayface imo is top dog.

The General, although those are one sided beatings in favor of Bruce.

Bane

Bane or Ras Al Ghul are his fiercest rivals, that phrase indicates people that are on his level. Joker is his arch enemy, I wouldn't really consider him a rival per se
