Max has learned more about how to use speed than any other speedster. I dont think it even matters who has the speed advantage

Christ this was a tough one...

I'd go with Max Mercury. He knows more about speed than any speedster out there. Now Northstar does have more raw speed, but I don't think it would matter here.
