I don't remember Time Manipulator in Marvel(Who has only Time manipulation) who can compete with that.

Hourman 1million had a cosmic artifact. He should not even be listed unless unless you want to bring in heavy cosmics in play.

I realise it's in the way I worded that, which doesnt really say what I mean.

What I meant was that time manipulators by default can achieve without prep time what others would need it for. If Someone debated thst constantine dimensionally traveled to the house of mystery to retreave an artifact he needed for the win in many cases that would be legal.

Its simply a temorary self BFR to attain something. Kang could likewise travel to the exact moment in time he created something that would take the day, Or a time he knew it existed and was not in use. He has feats of doing just that. As such he doesn't need prep, he can accomllish what he needs to without any time dedicated to the task (and has).

The same is really true for any time manipulator.

Wait a minute are we talking about time travelers or chrono-kinetics?
