Seeing as what Brainiac (TRUE) has done recently (Creating Telos, snatching cities from across Hypertime, damping every hero and villain including Zero Hour Parallax, etc...), where does this place him? I'd say solidly cosmic intelligence tier.

How well does he do against Metron in prep?
