Going with Woodbury.

Both were inept communities initially, but I'd wager that Alexandria was more inept. They'd had close to no contact with the outside world, and hardly any battle/combat experience to speak of. I also believe that Woodbury had superior numbers.

@Galan I was talking about Alexandria after Rick's group joined but before they met the saviours, up to the A Larger World storyline.

Rick's group matters a lot, they were pretty experienced at that point. Plus, they had Abraham.
