You may use characters from any licensed Star Wars media (Disney Canon, Legends Canon, Legends S/N-Canon), but make it clear which level of canon you are using.
Post three lists (top 10, 20, whatever) of how you would rank the Force Users during this time period based on:
A) Force power (sheer potential/midi-chlorian count).
B) Force ability (power + mastery).
C) Combat prowess (Force ability + lightsaber ability/ability with other forms of fighting).
You may use amped characters, but if you do, make a note that you're including their amped versions (with a brief description of the amp). If you want to include a character as he is depicted in a particular media (e.g. CW Mace Windu), you may do that as well, but have to make a note of the source.
You may also use characters as they are depicted before 102 BBY or after 19 BBY, provided that they are at least 15 years of age and have already received some formal training at some point between this time period (e.g. Darth Krayt)*.
This also includes time travellers such as Celeste Morne (they don't have to have received formal training during this time period, they just have to have received it at some point by the time they appear during this time period).
This does not include spirits, unless they do anything of significance (this is open to your interpretation) during this time period.
Clones etc. also count (both clones of characters from this period that are explored outside this period, and clones of characters from outside this period that are explored within this period, provided they satisfy condition *).
