He was never retconned into being an Inhuman. Tom Brevoort has stated this recently that it was deliberately made to look ambiguous as to whether he was or not. But in the end he actually wasn't retconned to be an Inhuman.

I thought his Illuminati appearance retconned him again to be a Mutant Inhuman.
