If you had to give each gem to individuals that are Herald level and below, who would it be?

It can not be people that was in possession of then gems before. Who would you give each gem too and why?

I would give all gems to pre DCnU Superman, because he wouldn't abuse this power just store it away, somewhere safe or Batman because it would depower him a bit and we could use him in threads against a Presence/TOAA team-up.
