Tank Top Master is a good deal stronger than Luke Cage (though maybe less durable?), and Garou kicked his ass. Hell, Tank Top picked up a piece of a building that was probably 50 tons at least with one hand, and THREW it at a spaceship that was thousands of feet in the air. That's way beyond Luke Cage.

Dont think it weighed 50 tons but it was pretty big.

In the webcomic Garou compares Genos strength to Tank Top Masters so that's pretty impressive.

Also I doubt most the fighters here could even lay a finger onGarou.
Seeing how he blocked every hit from Metal Bat's ultimate move.
