Yup. The even crazier thing is that there was consistency on the part of Marvel's writers.

Let me explain, remember that recent Thanos mini penned by Starlin? Starlin laid out his idea of Marvel's cosmic hierarchy :

Notice that Order/Chaos are above Galactus in terms of station and power.

The writer of the Lifebringer vs Order/Chaos issue acknowledged this :

So before his Lifebringer amp, he was decidedly inferior to Order/Chaos. Now he's above them. That's a HUGE amp if you ask me.

As I have said before, the MU cosmology has been in disorder ever since SW. This has been referenced to in many comics. Order and Chaos have been mixed and it was heavily implied this has weakened them. At the very least, they now have weak spots which can be exploited like LB Galactus did.

Among other things, the very existence of Lifebringer Galactus is a violation against Order and makes him weaker. Ditto for Chaos. This is pretty much the reason why they attacked him.

I thought they explicitly were at full power?

Yeah, I'd be inclined to go with LB Galactus, pretty solidly at that.
