Depends on what each character is carrying. If it's standard equipment, I can see either winning.

In a fist fight, Frank wins with difficulty.

Frank is just too damn tough. He won't go down.

He'll pressure Oliver.

DCnU Oliver has taken on beings far stronger and faster than Frank. In a hth fight, Frank will outlast him, but Oliver will make him work for it.

Frank has done the exact same and on a far more regular basis. Frank has about 40 years of uninterrupted feats to back this up, while nu Ollie has about 5.
