Of those who come to mind, I'd say Vitiate. Sidious in some cases seemed to honestly think he was doing some sort of good - Vitiate? Nah.

Both Sidious and Vitiate can at least match her in evil accomplishments imo, and any difference in magnitude of those accomplishments would occur due to power levels and not their intentions. More importantly, she didn't really want to become an abomination, which kinda makes her a victim in her own way.
