Does Celestials recreating Thor's hammer mean they can manipulate magic? Could cosmic being do it like Galatus?

^thor #389 when (an amped) Thor cracked Exitar's shell it broke the hammer and then the celestials re-created it.

The celestials can definitely manipulate magic. It was stated in the early Kirby issues that even Galactus can't break Odin's enchantment on the hammer, but that was when Galactus was weaksauce. The more recent version of Galactus could also do it id reckon.
