Chance wins on all counts.
His schtick was literally taking the place of someone who had a contract on them wait until the assassin attempted to make the hig and take the assasin out.

His disguises even folled Batman first time they met. Nemisis (Tom Tresser) is the only DCU character who could come close to match him in disguise and I'd even question that.

There is no way in hell I am going to remember the exact issue that it happened. We're talking about a comic I probably read 30 odd years ago. It was pre COIE but as far as I'm aware almost all HUman Target stories (aside from the series based of the TV show) are.

Basically the story was that a crime figure who had turned states evidence against the mob was targeted. he didn't trust the cops to protect him so hired Chance. Chance did his thing and when the hit attempt took place and Chance when to go after the killer Bruce thought that the crime figure was pulling a runner and went after him instead of the assassin. they tussled and only after a few moments of fighting did Chance reveal who he was.

Good comic, don't remember the number either, the Vigilante cross was also fun from about then.
