Canon: Palpatine and Holocrons

Since the new episode revealed that the merging of Jedi and Sith holocrons brings unprecedented knowledge, do you think Palpatine, who had in his possession the Jedi archives and Sith holocrons, would also have this knowledge?

Palpatine doesn't have a Jedi to open the Jedi holocrons presumably. Or maybe Maul is just a total loser and couldn't open it because he sucks that hard.

The Bendu said "the Dark sider won't be able to open the Holocron" without having knowledge of Maul, so presumably Jedi Holocrons can not be opened by Dark siders no matter how strong.

And I'd venture to say if Sidious had "unprecedented knowledge" Luke's existence wouldn't have taken him by surprise, or at least he wouldn't have been killed by being thrown in a hole.

Anakin opens it for Bane to put they Kyber Crystal in. I guess it could be "unlocked" afterwards as the corner pieces are turned.
