Okay looks like I'll be the one to give a serious reply:

Wally West at his top speed is insanely fast. I think his best speed feats surpass those of The Runner(even with the gem).

On top of that he also has the ability to steal speed from others. So he could drain away The Runner's speed and add it to his own speed if he wanted.

Then he has a virtual eternity to attack The Runner and take him down.

Wally is the most broken of all the Flashes.

The Runner wouldn't suffer under speed drain since he moves space around him.

He doesn't have to move himself.

Exactly, which is likely one of the reasons that he'd win. Plus although not being a true immortal, his life span makes him intrinsically far more difficult to kill than your average run of the mill Speed Force user.

Wouldn't Wally also start liking the Runner and pretty much just stop fighting him, since the Runner can control emotions?

Wally West can borrow speed from the rest of the universe, and channel it into being able to run across the entire universe in a planck instant.

He would literally shatter the space-time continuum with the IMP he delivered to the Runner's jaw.

The Runner with the Space Gem wasn't even moving anymore, he had begun teleporting before he even knew himself where he was going. Wally West is literally so fast though, that he outran a race of teleporting aliens in a race across the universe.

No contest here. There's a reason Wally West is often considered one of the most, if not THE most broken comics character.

Once Wally gets too close (and he will get close as Runners "like me" aura is not common knowledge), he'll start smiling at Runner then its game over...
