It seems as though Niman calls for the integration of all the forms in combat; how does this differ from mastery of all the forms in practical application? Sure a master of all forms can decide to stick to just one style like Yoda, but someone like Sidious incorporates aspects from every form.

A master of all forms can practice Juyo.

Basically choose when to do what all on their own.

Whereas Niman's for people who don't care to hone their skills that far (or prefer to rely on their Force powers), such as Krayt, Kun, and Starkiller.

Niman is a form for its practicality, it's not as precise as Form 2, kinetic as Form IV or as dominating as Form V. It's noted that it'd be next to impossible for a master of Niman to defeat an expert in Form 2. Though a master of Niman is capable of taking control of a group of enemies and defeating them one by one.

Of course a Master of Form 3 pretty much the same thing, they can defeat an ambush group of 20.

In short a Master of all lightsaber forms will have the advantage against a Master of Niman, because Niman isn't as a demanding nor real focused form compared to the actual lightsaber forms.

Um, what?

Krayt perfected his skills in single combat over a century.

Kun didn't just use Niman, he reinvented it and incorporated ancient Sith lightsaber techniques into his new fighting style. Techniques that Karness Muur would have used when he stalemated Krayt.

Starkiller didn't just use Niman, he used Juyo and Sith Shien. He's even stated to have nearly perfected his lightsaber skills under Vader's tutelage.

Niman is the form for the ridiculously gifted, like Revan and Exar Kun. When pretentious newbies try to master it you have Geonosis.

True mastery of Niman is supposed to grant you amazing fighting skill, but for most it's known as a form of mediocrity.

I look at Niman as a more advanced version of Shii-Cho, both are all around forms which aren't good yet they aren't terrible either compared to the lightsaber forms, though Niman incorporates the other styles.
