No one knows. No one ever will know.

Just about everyone still had room to grow. Only real exceptions are folks like Dorsk-81, who literally harnessed so much power he fried himself.

Joking aside, I think no Jedi reaches their full potential because of the temptation of abusing its power which could lead to the fall of the dark side
