Stalemate, imo.

THOTI only represented "a fragmentary glimpse" of TOAA's power/perceptions/motivations. Joker possessed 99.9% of Mxy's power, but was a complete n00b with it.

That said, I honestly do not see either one of them overcoming the other. srug
