Jinn, he was one of the best Jedi during the PT era (Prime of the Jedi), one of the best pure swordsman ever and was considered exceptionally talented which is pretty dam good if you consider that the likes of Dooku, Mace, Yoda, ... also existed during that time frame.

Depends on where you imagine Qui-Gon to be as a Force user. As a duelist, he's definitely above Satele.

I mean... logically he should be pretty high up there. His physical augmentation is enough to keep up with TPM Obi/Maul, he's been noted as more masterful than Obi-Wan in the timeframe inbetween AotC and TPM, has consistently been hyped for having a strong connection to the Living Force, has casually pulled out both Obi-Wan and Quinlan Vos from a river with a current strong enough to hold them both down(Obi a few years prior was capable of one-shotting a master of 8 martial arts with his strength, and overpowering creatures that are stronger than Whipids) whilst simultaneously maintaining a telepathic connection with Kenobi.

Yeah, he's OP.
