basically its dredd and punisher headbutting each other and colliding their foreheads until someone goes down. who will go down first and who will be the winner.

Punisher, imo. More showings. But it's close, as neither one knows what it means to give up.

Dredd would just pull a last minute swicheroo and have Mean Machine Angel stand in for him.

Dredd wins every time. He's on a different level to the Punisher, more comparable to the real elite powerless guys like Batman, Daredevil etc.
