Hal's pretty much the worst version of Spectre.

JSA King of Tears story was blatant about this, comparing Hal to Jim Corrigan.

Hal couldn't even fix up Wally's life or kill Darkseid in his redemption arc..

Nope. Crispus was far worse. Hal has amazing feats that Jim does not. Hal created countless and unique looking Spectres, and spread them across all planes of existence, shrugged off being erased from existence, owned Neron without problem, was unconsciously creating universes, and achieved the true potential of Spectre Force by becoming nearly almighty, and using that power to destroy a Jokerized version of Zero Hour Parallax, who was created unknowingly by Hal as Spectre by the way.
