Which one of these characters have the best tech/weapons? Let's not include transforming into high tech armor like the one Black Panther used against Cho or Batman Hell Bat armor. Let's stay within the costume we've seen them wear more than 5 issues by different writers. Go!!!

Batman, hands down, as he carries way WAY more kit on him, and yet his performance doesn't suffer.

I mean, all his stuff must weigh a (metaphorical) ton, if using RL physics. Therefore, either he is massively stronger/faster without all of it, or they weigh next to nothing.

Panther has the higher tech in his suit.
Its like comparing a tank with a fighter jet, though, with Batman being the tank.
Both are uniquely suited to their environments.

Batman.

Solely looking at costumes Panther. Overall Batman. Sadly.

Batman, post flashpoint has been pretty crazy. He created Brother Eye, for example. One of the MOST uber A.I.'s in COMICS.

He also created a miniature sun, which was revealed in Action comics.

BP has hacked into Galactus' ship, lol.

Brother Eye took over the world, at one point in the future. Even taking over the most powerful beings on the planet.

Wasn't the Brother Eye thing a shared feat with Mr. Terrific

Yes

It's been in the suit since at least 2001

Panther wins, with ease. He uses super metals and insane super science.

But for my money Batman's the more impressive because he normally uses more conventional/less suspension of disbelief breaking gear.

If the story calls for it, Batman will pull out anything from his utility belt
