To keep it Fair Liberty Belle is before she gained her sonic powers. Johnny Quick is prior to learning to turn his speed int flight. Robotman is after he added the rockets to his body for flight.

IMHO, WCA for the majority.

This seems close.
I favor the WCA, but could see the ASS taking it, too.
