Starbrand was sso powerful and dangerous, Living Tribunal chose to lock away it away from the rest of 616 universe.
It was weilded against living tribunal, forcing a choice of battling through champions, (Surfer, Quasar), to stem the destruction that would have occured.

That's the CLassic Starbrand and doesn't exist anymore. The current one is the retconned Ellis/Hickman crap. It loses badly.

Definitely Alan. The current Starbrand was/is all over the freaking place showing wise.

Kevin is still too new with the Starbrand, but even so, I don't think that Alan has the power to one shot him, he'd have to work pretty hard if 3 Abstracts weren't able to kill him. I get the impression that if, or when Kevin knows how to use the Starbrand like a pro that he'd have no trouble standing up to Alan. Guess we'll have to wait and see. On the other hand, he's proven that he is far above characters like the Silver Surfer.
