Tough choice. I want to say snake eyes, but no matter who wins, it'd be a very hard fought victory.

Ninjak has better gear, and has been pretty seriously OP in the last year or so.

He once threw his sword into a helicopters spinning blades and it wasn't even chipped. The only thing thus far that Arashikage swords have been damaged by is superheated plasma blades and Snake Eyes' chi shield.

I would call him a street leveler the same way most people call Batman a street leveler. They both regularly fight hilariously out of their weight class all the time, but at the end of the day, they're "just" humans. The funny part is that those aren't even his best feats. I can legitimately bring up the time that he and stormshadow resisted being controlled and mutated by the outer dimensional demon gods of the H.P. Lovecraft mythos....

This is Ronin. She's a former member of G.I. Joe, had some training with the Arashikage, and was a skilled assassin. Here, she easily murders a fair amount of Arashikage assassin's with both pistols and a katana.

Snake eyes then fights Stormshadow and mudstomps him. Stormshadow even states that snake eyes is likely tired (if you read the comic you'll know that he is by this point in time).
