The Senate was mentally handicapped. They were never much of an issue.

In legends, Seti Ashgad was going to do that very thing, but Palpatine secretly banished him to Nam Chorios. I believe Palps knew everything going on in the Senate and if their was ever a hint of that happening, he'd swoop down and make it go away

Why not kill him instead like he tried with Padme?
