I think it applies almost always. Never been a fan of authorial intent like at all. Obviously exceptions can be made if for example a sourcebook listed AotC as taking place in 4000 BBY, we would simply assume it's an error and not a genuine attempt to retcon PT people as four millenia old by RotS.

Tom Veitch said Force storms can't be used on a whim by Palpatine and need 2 Force users conflicting in a mind battle to trigger them. That blatantly goes against the comic and databooks stating Palpatine doez then by himself and on a whim.

Facts in the lore trump non-canon author inputs, always. I mostly consider author intentions in the absence of other evidence to guide us in a particular direction.
