I believe Gilliard said that RotS Anakin on invisible hand was an eight leading up to the saberlock, after which he became a 9 upon drawing from the darkside.

Would the same apply to Luke?

normal luke was prolly a high 7, and raged luke was high 8

Considering Luke stomped Vader, a person appreciably ahead of Dooku, in a more emphatic manner than Anakin did to Dooku, and in a way that is echoed by more number of sources, yeah, rage amped Luke would certainly be a 9.

Normal ROTJ Luke would be an 8, since there are many sources, even recent ones that say that Luke and Vader were evenly matched(not that this wasn't evident from the fight itself) and Vader is definitely an 8, possibly a high 8.

Pretty much, but I'd put Vader even higher. Windu was said to be a low 9, and there's no way Vader is below Windu.

I doubt movie!Vader was anything higher than 8.

If the novel is any indication, then a serious Luke was implied to have already surpassed Vader as a swordsman before he went into full rage-mode:

Depends. Lucas said Vader was like Maul and Dooku whom were 8s. Lucas also says Vader vs. Luke and Anakin vs. Dooku were supposed to "rhyme" with each other with Anakin saying yes and Luke saying no in regards to the temptation of the Dark side.

Ahsoka (and by extension Rebels Maul) was ultimately no match for Vader. Not even in Sabers.

So Vader is at least a very high 8. Likely on the 8/9 border like Windu.

ROTJ Luke was =/> Vader in Sabers.

The novel does, however, state that Palpatine was "terrified" of Luke's power/potential... The novel also states that Luke instinctively used the force to repel Palpatine's FL for a moment.
