Cold is more powerful than Freeze, being the only one to master absolute zero. Moreover, he has the cold field, which is omnidirectional.

Same with the Turtle, who has a slow field, IIRC.

Am a bit doubtful on Tarpit, maybe he has some freeze capsules?

Girder would be too much, as would Glider, who is a legit speedster.

The others are just normal humans with gimmicks, people who are Bats' bread and butter.

Ohh and lets not forget who single handedly set Neron up to fall hard AFTER he'd beaten almost the entire DCU in Underworld Unleashed.
