Joker has. Don't know about Castle.

In terms of overall damage soak, Joker's pretty tough, but not so tough Batman can't beat him down. Castle, otoh, can go all day with Matt or Bullseye beating on him, and drag the fight into a brawl where he has the advantage. He's done this, many times.

I'll go with Frank.

He is consistently tough.

Joker is sometimes wimpy, and being a villain, is at the whim of losing for the plot, so he may have more low showings of toughness.
