Who wins?

Bill's stomp. With ease.

Beerus.

Powerful enough to shred the armor. Powerful enough to nullify the subsequent universe-busting energies.

Monarch simply waves his hand, and even the Zenos would be in the after life

Monarch not fooling around should win this.

This is as close to a non fight as it can get. His armor gets breached during the first attack and Beerus stands in the exploding energy with a smile.
