No she's correct, you have it all wrong. The Surfer is well above J'onn while amped for example, and so is Gladiator. Thor may actually be above him as well, based on Jane's ability to crush Adamantium. You should probably rethink it. The Surfer is definitely above Captain Marvel.

Also I'm not sure why people rate Billy so high...like ever

Superman is above Billy...sometimes magic is played up to shazams benefit but he does not have the feats to be considered in the same category. The arm wrestling "match isn't admissible due to certain circumstances.

One is inconclusive, two is the same, three is hyperbole ( he's stated similar about damn near everyone he's fought)..the rest are just silly. If he were truly his equal or near it as some suggest he wouldn't be relegated to back up muscle or second tier strong man.

I rated billy number 3 on my list initially before you and stoic came in, and supes number 1 on the list

Superman and Captain Marvel tend to be portrayed in the same class. The same situation is with Superman and Martian Manhunter. The truth is though, Superman is always their superior. Not only does he have the feats, but he is DC'ed top hero after Batman. They will never let CM be his superior.
