I don't understand, he was once Captain Atom/Hawk, where did his uber power come from?

My guess, and it's only a guess, is that DC built the Monarch persona up, and even showcased what his power level was in comparison to a normal, or non amplified Superman in order to build up for a later confrontation with an ultra Superman of sorts, which was then represented by Superman Prime, who had been written as a Superman unhampered by a moral code. I won't say that Prime was exactly a Superman fan's wet dream due to his inability to stand on the side of justice, but for most, myself included he came pretty darn close. Especially if you were able to dismiss his vile nature. But again, it's just a guess.
